Grant Application Process

1. Initial Contact


Information requests can be made in person or by calling or emailing the Housing Division of the Economic Development Department.

If program funds are available, an eligibility application form will be sent to the applicant.

If a program does not have sufficient funds to proceed, applications will be placed on a waiting list.

2. Submission of Grant Applications


Grant applications may be submitted in person or by mail.

The following documents must be included:

  • One completed eligibility form, along with a photocopy of your municipal tax bill
  • A cheque for $112.88 made out to Ville de Québec to cover administrative fees

3. Preliminary Evaluation of the Application


N.B.: At this stage, owners are not authorized to begin work, even if they have a construction permit

For the purposes of the preliminary evaluation, a technician will visit the owner to determine which work is eligible and estimate the costs. Ineligible files will be closed, and administrative fees reimbursed.

For eligible work, a member of our staff will contact the owner to obtain information required to provisionally calculate the grant based on estimated costs.

The City will then send the owner the findings of the preliminary evaluation of their application, informing them of the following:

  • Costs eligible for the grant
  • An estimate of the grant amount
  • Estimated maximum authorized increase in rental or lease rates, if applicable

Owners will also be advised that they must, before signing the grant application, inform all their tenants by registered mail of the maximum amount by which their rents may increase.

After obtaining this information, owners must decide if they wish to proceed with their application. If they decide not to proceed, their file will be closed, and administrative fees will not be refunded.

4. Calculating Grants


If owners decide to proceed with their application, they must provide the technician with the following documents so that the technician can work out the eligible costs:

  • A detailed bid from a contractor with an appropriate license from Régie du bâtiment du Québec
  • A construction permit from the owner’s borough
  • Architect’s plans and specifications, if applicable
  • An architect’s supervision contract, if applicable
  • A statement of property costs
  • Leases, if applicable

A representative contacts the owner in writing or by telephone to request certain documents, such as lease agreements (if applicable).

On reception of these documents and based on real costs incurred, the grant amount payable is established together with the maximum authorized increase in rental or lease rates. Once these documents have been received, the amount of the grant will be calculated based on actual costs.

5. Meeting for Signature


N.B.: At this stage, owners are not authorized to begin work, even if they have a construction permit.

A meeting is organized with the owner so that he or she can sign the official grant application form and, if applicable, the rent setting form.

If the value of the work to be carried out is equal to or greater than $20,000, additional administrative fees will be charged as per the Table of Fees for Processing Grant Applications (PDF : 30 Ko), (French only).

6. Reserving Funds


N.B.: At this stage, owners may begin work.

As soon as funds have been set aside by the Finance Department, written confirmation will be sent to the owner along with templates of the legal documents that the owner must register with a notary.

The applicant undertakes to

  • Maintain ownership of the property for at least 12 months
  • Ensure the property remains a rental property for a minimum of 60 months (minimum 120 months for new constructions)

The following legal documents are required:

  • An acknowledgement of debt (for all files)
  • Publication of rights in the land register (notary fees to be assumed by the applicant)
  • A mortgage guarantee for grants over $25,000 (notary fees to be assumed by the applicant)

N.B.: No payment will be made until legal documents have been issued and copies received by the Housing Division of the Economic Development Department.

7. Execution and Monitoring of Work


8. Grant Payment


Preservation and Revitalization of Heritage Buildings program grants of under $25,000 are payable in a single installment once work is completed, upon reception of the technician’s report and the architect’s compliance report (if applicable).

Grants over $25,000 are payable in three installments:

  • The first third once 40% of work has been completed
  • The second third once 75% of work has been completed
  • The final third once all work has been completed

The following documents must be provided to receive payment:

  • Detailed original invoices
  • List of subcontractors, if applicable
  • Architect’s certificate of conformity, if applicable
  • Invoice for professional fees, if applicable
