I Want to Shoot a Movie

Objectives:

  • Increase the number of productions in Québec City
  • Enable regional businesses to develop, position, and market audiovisual productions, particularly in film and television
  • Allow regional businesses and professionals to develop their expertise

Eligible Businesses

To be eligible for financial assistance, businesses must

  • Be headquartered and have been operating for more than 12 months in the Québec City area
  • Be a legally incorporated for-profit or not-for-profit business whose main managers reside in the Québec City area
  • Specialize in audiovisual production, particularly in film and television

Eligible Projects

This assistance program gives priority to projects at the development stage, which may include the prewriting phase, concept development, research, scripting, pilot or demo production, or financing for a coproduction outside the province.

The purpose of the program is to provide assistance for preproduction phases in need of financing.

Special Requirements

Applicants must

  • Be at one of the development phases outlined in the Eligible Projects section
  • Not have started the production phase
  • Have realistic goals for the project

Ineligible Projects

Live recordings, corporate projects, and educational projects do not qualify for this financial assistance program.

Eligible Expenses

  • Project startup fees (preresearch, concept development)
  • Writing fees
  • Development consultancy fees (content or financing)
  • Travel expenses abroad to seek coproduction financing
  • Project development expenses (secretarial, administrative) up to 20% of total eligible expenses
  • Production company fees up to 20% of total eligible expenses
  • Costs related to producing a pilot or demo

Financial assistance is available for up to 75% of eligible expenses.

Program Management

The Tourism Development and Major Events Office is responsible for administering, managing, and promoting the program, as well as receiving applications and following up on projects.

Projects submitted will be analyzed by the Partner Committee, which may seek professional input from local film and television professionals, if required.

No more than three projects may be submitted at once.

Evaluation Criteria

Applications for financial assistance will be evaluated using the following criteria:

  • Impact on the business: creative and financial development (15%)
  • Impact on the Québec City area film and television industry: job creation and training, networking, and/or partnerships with regional organizations, production niche (25%)
  • Project viability: financing structure (10%)
  • Noteworthiness and originality of the subject (20%)
  • Noteworthiness and originality of the treatment (visual creativity, 10%)
  • Contribution to Québec film and television production (10%)
  • Likelihood of production or broadcast (10%)

Application Deadline

For 2010, projects must be submitted by June 1, or October 1.

It may take up to six weeks after the deadline to analyze and process financial assistance applications for this program.

Documents Required

(1 copy)

  • Copy of the applicant company’s letters patent
  • Financial statements for the previous fiscal year
  • Organization chart for the business and related businesses, where relevant, along with shareholder information (shareholder names and percentage ownership)
  • Board resolution approving the application and designating a representative

(5 copies)

  • One completed and signed Application Form (DOC : 48 Kb) (French only)
  • A written proposal, synopsis, script, or drawings (for animated films), depending on how far the project has advanced
  • Detailed project budget and financial structure for the phase that financial assistance is being sought for
  • Summary of the production estimate and preliminary financial structure
  • List and CVs of project team members (producer(s), scriptwriter(s), director(s), consultant(s), etc.), along with production office telephone numbers on production company letterhead
  • All other relevant documents

This project benefits from a commitment made during the Québec horizon culture event and receives financing to the tune of $200,000 a year (for the years 2009–2010–2011) from Bureau de la Capitale-Nationale and the cultural development agreement between Québec City and Ministère de la Culture, des Communications et de la Condition féminine. Québec Horizon Culture was born out of a common desire among businesspeople, the cultural community, and the political class to make culture one of the capital’s engines of economic growth.
