In Canada, there are three levels of government. Each level plays a different role in immigration. We invite you to visit the websites of each of these organizations to better understand and complete, in the proper order, the steps needed for settling in Québec City.
Before Your Arrival
Provincial Government
Ministère de l’Immigration et des Communautés culturelles (MICC) comes under the provincial government. This ministry takes care of selecting would-be immigrants and issuing the Québec selection certificate (CSQ). This certificate allows you to pursue your application with the federal government through Citizenship and Immigration Canada.
Federal Government
Citizenship and Immigration Canada is a federal department. Its role is to handle visa applications and grant permanent resident status. You must apply to this department after receiving your Québec selection certificate, issued by the provincial government.
When You Arrive
Municipal Government
Commissariat aux relations internationales de la Ville de Québec is responsible for promoting the Québec City area among potential immigrants, as well as providing welcoming and integration services for newcomers. The city also takes part in intercultural activities to bridge the gap between communities.
