Coproduction opportunities in Québec City

Partnering with a Québec City-based company unlocks enhanced financial support by combining municipal, regional, provincial, and federal incentives.

Québec City's experienced local crew base can work on all types of projects. Several local production companies are open to both service production and coproduction (check our Local Expertise page).

1. Regional tax credit bonus (Government of Quebec, via SODEC)

By coproducing with a company established outside the Greater Montreal area, productions can benefit from a 10% to 20% bonus on eligible labor expenditures.

The bonus applies only to the Quebec portion of the project and must be claimed by a Quebec coproducer established outside the Greater Montreal area.

2. Municipal support programs (City of Québec)

Through a partnership with the Government of Quebec, the City of Québec provides direct financial support to help complete the financing of eligible productions.

Coproduction projects, including international minority coproductions recognized under a treaty, can access these programs by partnering with a company based in the Québec City region.

Note: Funding is allocated via competitive calls for proposals for local projects (live-action, documentary and animation), with support limited to the highest-scoring submissions. The review committee is independent.

3. Provincial support – SODEC

SODEC, Quebec's funding agency for cultural industries, supports the Quebec portion of eligible coproductions:

  • Majority coproductions: 51% or more of rights held by Quebec companies
  • Minority coproductions: 50% or less of rights held by Quebec companies
  • Interprovincial coproductions: Between a Quebec producer (majority rights holder) and a producer from another Canadian province
  • International coproductions: Minority coproductions are eligible if officially recognized under a treaty signed with Canada

Applications must be submitted by the Quebec partner.

4. Federal support – Telefilm Canada

Telefilm Canada administers international coproduction treaties with nearly 60 countries.

Eligibility requirements:

  • The Canadian company must be Canadian-controlled
  • A formal agreement with a foreign partner from a treaty signatory country is required
  • The project must obtain official coproduction status under the applicable treaty

Production Services Incentives

In addition to coproduction opportunities, foreign productions shooting in Quebec can benefit from competitive tax credits.

Provincial tax credit rates (Quebec)

Basic Rate Improvement for computer-aided special effects and animation Cap

  • Base: 25% of all spend production costs incurred in Quebec (qualified labor + qualified properties).
  • Bonus: +16% on qualified labor for computer aided VFX/animation (including chroma key shooting).
  • Requirements (typical): Minimum budget CAD $250,000; the company must have an establishment in Québec during the production year.
